Volkswagen turned on the green light for the development of low-cost car in 2014. VW boss says this car should be durable , safe , and profitable .
Dr. Heinz - Jakob Neusser , VW brand development boss still wants to study the case until the end of the year , but the agenda of the project must begin next year .
